The general rules for the teams formation are determined by #5. of the Acting Statutes/Regulations on the International Astronomy Olympiad.

Participation of the separate team of a territory implies absence of students of this territory in the team of the parent country. The right to form the separate team of the territory is eliminated, even if one student of this territory is a member of the parent country team. Inviting and admitting a territory team to participate in an IAO or APAO is carried out solely for the purpose of ensuring students can participate in the Olympiads and does not have any political connotation (for example, does not mean recognition of the territory as an independent state or, on the contrary, recognition it as part of any state).
In order to eliminate political moments in the name of a territorial team, only proper names (like Crimea, Baikal, Spitsbergen) and geographical terms (island, peninsula, territory), but not political or administrative (like kingdom, republic, province, district, free city and etc.).
The full text of the current Supplementary Instructions N 13 "Order of teams formation. Permissions for inclusion students in the teams depending on citizenship, place of residence and study" will be presented later. Since the full text is not presented, other points due to the #2.1. of the Acting Statutes/Regulations on the International Astronomy Olympiad are defined by the Chairman of the Olympic Coordinating Council.
